Cook noodles according to package directions, then drain and rinse under cold water. Drain well and set aside.
In a small bowl, whisk together soy sauce, black vinegar, sesame oil, sugar, gochugaru, garlic, and sesame seeds. Add cold water and stir to combine.
Divide noodles between two bowls. Top with cucumber, bean sprouts, hard-boiled egg halves, and kimchi if using.
Pour the sauce over the noodles and toss gently before serving. Serve cold.
