Marinate fish fillets with a pinch of salt and set aside for 10 minutes.
Heat oil in a wok or large pot over medium-high heat. Add ginger, garlic, and white parts of spring onion, stir-fry until fragrant (about 30 seconds).
Add pickled sour chilies and fermented chili paste, stir-fry for 2 minutes until the oil turns red.
Add diced tomatoes and cook until they soften and release juice, about 3 minutes.
Pour in chicken stock, bring to a boil, then reduce heat and simmer for 15 minutes to allow flavors to meld.
Season the broth with sugar and salt to taste. If using dried red chilies, add them now.
Gently slide the fish fillets into the simmering broth. Cook for 3-4 minutes until fish is just cooked through.
To serve, divide cooked rice vermicelli into bowls. Ladle the soup and fish over the noodles. Garnish with spring onion greens and cilantro. Serve with lime wedges on the side.
